Position Summary:
ABSC is seeking an Financial/Cloud Budget Management Support with a TS/SCI clearance in support of the NGA mission in Washington, DC. This role serves as a technical and functional advisor to the Government Program Manager and Government staff members, focusing on planning, programming, budgeting, and execution (PPB&E) activities related to financial resources within the context of DOD and IC policies and directives. Responsibilities Include, But Are Not Limited To:
- Conduct budget and cost analysis functions in support of AI/ML activities, encompassing the development and operation of models, tools, and techniques for budget planning, tracking, execution reconciliation, and analysis.
- Provide support in the preparation, coordination, and presentation of budgets, including Intelligence Program Objective Memorandum (IPOM)/ Intelligence Program Budget Submission (IPBS), and Congressional Justification Books / Congressional Budget Justification Books (CJB/CBJB) submissions, as well as budget execution activities.
- Perform budget status reconciliation, expenditure tracking, management activities, assist in the formulation of spend plans, assist PM/COR with contractor invoice tracking, and customize financial analysis tools as required.
- Schedule and facilitate monthly AI/ML PMO Resource Reviews for AI/ML programs, encompassing internal budget and spending plan status updates.
- Assist AI/ML PMO in facilitating monthly and quarterly reporting to NGA, IC, and Congress.
- Support day-to-day business rhythm execution to enhance AI/ML corporate efficiencies.
- Assist in preparing, maintaining, and delivering financial and budget reports and briefings, utilizing visual aids such as graphs and charts, to senior leadership. Additionally, draft, edit, and proofread documents for publication.
- Create audit output data reporting via a dashboard within all platforms of cloud while developing a level of visibility into various enterprise billing consoles from a financial, business and technical perspective.
- Make recommendations for data and financial improvement across all cloud data, and machine learning platforms. Review various cloud enterprise platforms to determine operating costs, forecasting, productivity and several levels of upgrade requirements.
- Support COR coordination efforts with vendors to ensure proper cloud computing, security, networking, storage and database management services are implemented per the COR’s instructions using a strategic business review to ensure implementation of essential health and technical requirements of all based cloud enterprise applications and services.
- Prepare financial statements, business activity reports, and forecasts using dashboards and other financial, acquisition and technical requirements for the benefit of the operation.
- Provide recommendations for the improvement of efficiency, and utilization of cloud resources, ensure costs are maintained within budget without interrupting mission performance.
Experience Required for this Role:
- Specialized budget execution experience in the IC or DOD.
- Specialized planning and programming experience, including the development of budget submissions and budget narratives.
- Experience with PRISM and/or GEO-F financial software is desired.
- Proficiency in appropriations law as it applies to budget execution is desired.
- Experience in drafting Congressional Justification Books and Congressional Budget Justification Books is desired.
Education Required:
- Bachelor’s degree in Business or a business-related field, such as Accounting, Business Administration, Economics, Finance, Mathematics, or five years equivalent work experience.
